Headers like this don't have a full height setting. How to have top block full height with a menu in it? Probably copy a layout...

Default block padding is Desktop: 75px top, bottom, zero left, right and no margins, Tablet 50px top, bottom, 15px left and right, Mobile: 25 top, bottom, 15 left and right

Column default padding 5 top and bottom, 15px left and right

Rows default padding 10px all round so row plus column = 25px left and right.
